L1M1 13.9.3 Activity: Add Primary Grid to Volume Entry Page

In this section 

Allow editing tab is greyed out for me. Am I missing something here or I need additional permissions to have this. 

Also this section is not visible to me.

Please can someone help me with this.

If so, it's not possible to toggle allow editing?
