Unfortunately you cannot add this decription line item directly to your main data screen as the descriptions are not dimentionned by time.
But you can add additional module dimensioned by the Budget lines only. Then you can publish this module next to the main one and turn on syncronize scrolling to the both published modules.
It will look something like this:
