For some reason, I don't see the button "Create an app". I wonder if it's because if I have not been given the Page Builder role.

Yes, you don't have page builder role access that's why you can't see an option to create an App, you can check with your Tenant admin in your company.
@dpong8898 - If you're using Anaplan free workspace via Talent Builder Program, you won't have page builder role. You need to use my pages to create the pages. Note that you won't be able to publish an action. But that's the only workaround.
If you're using your organization's workspace, then reach out to your manager/tenant admin and ask for Page Builder Role.
