How to set the filter as 'Forecast Months Only' in this Size Margin Report?
When I clicked filter, I didn't find place to filter 'Forecast month'

You might have placed the Time dimension in the rows, please Pivot and keep the Time dimension in column or in page selectors, you would not get that, you can apply the filter easily.
