Uploaded Date data in other formats

I am trying upload data from a CSV with date. For size reasons, I don't want to dimension the module by date but bring it in as a line item formatted as date.

The problem is that person that will be doing the upload is in Italy, and their date format is different. When she does the upload, the date gets messed up (historical data for 2027 & 2028). Our current work around is she changes it to the USA Short date in Excel before saving to CSV. Is there any way I can have her upload the data without changing to the USA date format?

First, if EMEA has a separate UX page, then the date format can just be updated in the process. Assuming that's not the case, it is ideal to agree on a standard date format like YYYY-MM-DD. However, if that isn't an option, the date in text format can be uploaded to a staging module with a separate line item with formula that handles date such as, Upload_Date = IF EMEA, assuming DD-MM-YYYY then: DATE(RIGHT(text,4), MID(text,4,2), LEFT(text,2)),ELSE Original Date.
