Could someone please help me understand whether it's possible to allow users to add roles directly from the UX? If so, what would be the recommended approach to implement this?

No. Model Roles cannot be created directly from the Anaplan UX. Only a Workspace Administrator (WSA) can create or manage roles in Model Settings → Users → Roles.
