I tried it but i am being directed to page "Registering as an Anaplan Partner in Community".
Well, Your organization should have Partner access for the same. Check with your Organization.

I would conider skipping the 299 FP&A case study and complete the Level 2 Model Builder Training as this a replacement and new version of the course which will super seed 299.
