Hi - Can any one suggest an idea on how to design dashboard based on the attached screen shot ? Color of the wheel should be auto populated based on the logic's set .

Is this chart dynamic in nature?. If not then you can use this as an Image on to your dashboard.

I couldn't find a chart which suffice your purpose, but I can suggest an alternative approach:
1. Create a module with 2 line items. Current Status - Boolean - Which will hold your current status based on the logic
2nd Line item - Display Status - Formula : IF Current Status THEN 1 ELSE 0. Summary - Formula.
Put a conditional format on Display Status:
So, the display status color would be based on the status logic.
