How does one get the selectors up as the screen below (orange box):

Both are page selector which you have highlighted in orange.Page selectors are used to display the individual items for the dimension in the drop-down.
Basically in Anaplan page selector will always show as a drop-down ▼. it will never be up.

You can publish any list as a page selector by following below steps.
Go to List --> Grid view --> view--> Publish list as a page selector

Just like the main question above, I wanted to try out the new feature on the board where you can you the insights panel to put additional cards. However, I wanted to synchronize scroll a card on the main board with the card on the insights panel but I can't find where it might be.
