I am very fortunate to have been granted access as a tenant admin for the consulting group I work for.
I want to grant page builder access to some of the active users but I noticed some are missing.
Does anyone know why that might be?

Yes, if the were originally set up in a different tenant or they are page builders for a customer right now, you will not be able to see them. You will have to get Anaplan support to change their default tenant to your tenat.
