Makelink function - encoding

Hi There,

We are having issue with makelink function.

Whenever there is a "%" sign, makelink function changes it to "%25" which then leads to place that doesn't exist.

If you had similar issue or you know workaround, please do let me know. I also noticed same behaviour for other characters ($%&*(){}:">? etc.)
