SwitchOver on Model Explanation

Hi,

I would like to know if I'm explaining and thinking about Switch Over correctly in the Model that I'm building. Please advice.

My explanation: For my Version's Budget, Forecast, and Sandbox after September 2020, my Actual's will show for everything before that date, but after that date my new Version will show?

import monthly data with months in columns
is there a way to import data with months in columns (usual excel table view)?
