I am not sure if Filters are going to help you if you want to synchronize it. Better solution would be
Step 1: Create a module (lets say Module A) dimensioned by Time(at Year Level) but don't create any Line item in it.
Step 2: In NUX take the grid card and pick Module A in the View designer and keep your Time in Pages and publish the grid. Note: You can rearrange the grid card and pull it all the way down on your dashboard
Step 3: Go to Target module and keep your Sync enabled on Time.

My Time dimension are in the column of the module. I want to set a filter in my dropdown to only show the years where I can synchronize my month column based on the year selected.
