I have a confusion in Sum Function:
why 'SYS08 Employee Details'.Country is used as cross function in Sum formula of Rep 03 module.

SUM is used here because we want the costs to be calculated on the basis of Country(dimension of REP.03 Module). For further clarification on how to use SUM function click here

The best way to describe why a SUM is required here is to think of the Country property as a way to allocate costs from those which are derived for each employee to those derived by country.
The mapping bridges the gap and allows the calculation engine to match each employee into their respective country. The calculations then sums each value from one dimension into the other ( employee sums into country ).
