I entered and cross checked my data inputs and formulas. The conditional formatting is not functioning.

You will ned to find the data where there is an override to see the CF .In my example below, I tested it by changing the overide and you can see the Conditional formatting being applied.

Did you manually click the override button or the conditional formatting did that?
Conditional Formatting does not change data. It just formats the cells based on the conditions.
I did the override manually to demonstrate it.
