When using a print chart, I would like to give it a title.
Also, is there a reduction function or an axis selection function?

No Sire!! If you click on print, you get whatever is up there - no flexibility in playing around that.

However you could explore Anaplan Power Point Add-in or Report Pages of UX. You might get away with printing because those are very well suited for such transactions.
