Can't see App option

I don't see the option to create an APP. I've administrator role though.

Help me sort this out please?

you need to have page builder access to work in Page. This access will be given by tenant admin.

Please ask the Tenant Admin of your project, if you dont know who, you can ask the project manager/SA.
