Can someone help me understand, why am I not able to fill in any values for Volume Line Items even manually.

The bold row members indicate it's a parent member, so i am guessing you've created a module using P3 SKU, but you have only inserted members for P2, hence all the row members are only at P2, and you cannot input values at P2 for a module with P3 SKU in 'Applies To'.
To fix this, just start inserting members in P3 SKU.
