Does ALM synchronize Dev Data with Production Data and vice-versa?
Even though they are in different environment?

ALM is used to for the structure synchronization from standard model to deployed model.
DEV (Standard mode) -> Test (Deployed Mode) ->Production (Deployed Mode).

The Purpose of ALM is to sync changes from Dev environment to Test environment and then to Prod environment.
Not Vice versa
