The above includes as the necessary details about getting a CA Cert.
Anaplan also recommends a vendor to get the Cert.
See https://community.anaplan.com/t5/Releases/How-to-Use-Third-Party-Certificates-With-Anaplan/ba-p/49116
Or you can go to any vendor, as long as they are on this list https://help.anaplan.com/anapedia/Content/Administration_and_Security/Tenant_Administration/Security/SupportedRootCACertificatesWithAnaplan.htm
We can generate Certificate Authority(CA) Certificates for Integration in Anaplan for Single Sign On(SSO) through Script file by using Anaplan Connect.
Here I am attaching the Anaplan-Connect User Guide for your reference.
Refer to page no 2 and (8 to 12) for the detailed explanation of how to generate the scripts using CA.

https://help.anaplan.com/anapedia/Content/Administration_and_Security/Tenant_Administration/Security/Certificates.htm
"Anaplan-signed certificates will expire soon. You can still use basic authentication with v1 API-based integrations. We encourage you to upgrade to v2 API-based Integrations supporting basic authentication and CA certificate authentication."
This has been update here for a while.
I believe all Anaplan Certs expired on Dec 2019
