We implemented ALM and imported DEV model to create PRD model. Please suggest what is the best way to import users and their access from DEV model to deployed PRD model?

You have to define the import in dev, but becaseu users' import are slightly different to normal import definitions, the process for importing is a little different to usual. This articel describes what to do

The first step as you describe would be to export the users to a file and use that to define the import in Dev
