Did anyone else have problems downloading "Level 1 Model Building 2.0 (New UX)" to Apps?
Each time I try I get a message saying I can't install Apps and to contact the workspace administrator about opting in to the App hub?

It seems like you don't have the page builder access. Kindly contact your administrator and ask him/her to enable the same from tenant.
