Cost center is not editable - not a parent

hi Guys,

 

I would like to ask, we have a module with cost center list with approval settings. one cost center seems to be not editable. see below

 

it is not a parent, so i am not sure why it is not editable at the moment. 

do you have any suggestions on how to fix this?

Can you please check if any DCA applied to that line item in blueprint view.

if applied, make sure why it is applied.
