Can an email notification be triggered outside of workflow

Question

I would like to trigger an email to a user based on a boolean.  Specifically, send an email to an admin when a list needs to be reset.  I am aware that WSA gets the notification within Anaplan, however I would like to send notification via email as the Admin is not logged into Anaplan on a regular basis

Native Anaplan functionality does not support sending emails directly from a Boolean or model condition outside Workflow. A common workaround is to expose the Boolean through a saved view and use an external integration tool to monitor the condition and send email notifications.
