Large Comparison Report Download Bug

I've found that sometimes comparison reports between two revision tags do not download because of a large number of changes. This occasionally happens even with sequential revision tags (so we can't subdivide and download as multiple reports). We need to be able to download any comparison report for audit purposes and this bug prevents us from being able to do that.
