Do we have the ability to arrange the categories in app as per the order that we want?

Unfortunately, we do not. Both pages and categories will display in alphabetical order by default. There is an idea proposed to make this functionality available. Link below if you would like to add your support for that idea.

Alternatively, you can prefix the categories with a number and it would honor that ordering.
