I am not able apply conditional formatting to get the result. Could anyone please guide me.

In the EDIT RULE,
"Line item to Forecast" should be FINAL FORECAST
"Based on the Values" from FORECAST CF
Once conditional formatting is applied make sure you save the changes as Anaplan doesn't auto save conditional formatting changes

Could you please share the formula for a line item "Forecast cf"
Formula looks correct. You are applying CF on Final Forecast line, so check that line.
You won't see any differentiating colors unless there is a difference between the Initial Demand Forecast and Final Forecast. Try to put overrides and make Final Forecast diff than Initial Demand Forecast. Once that's done then you can check Final Forecast line.
