13.3.1 Activity: Create Margin Summary Page

I don't see the option to create an APP. I've administrator role though.

you need to have page builder access to work in Page. This access will be given by tenant admin.

How do I ask for the permission?

Please ask the Tenant Admin of your project, if you dont know who, you can ask the project manager/SA.
