User Specific Conditional Formatting

When creating a board in the new UX, I would like to be able to apply user specific conditional formatting. This would allow us to have dynamic conditional formatting based on criteria that is relevant to each individual user. To achieve this, we could have a line item for conditional formatting with the 'Users' list applying to it, and each user has their own value calculated to drive the formatting in the new UX.

Below is a rough diagram outlining how each user could have a score associated with them, and our conditional formatting calculation can happen user by user to provide a different output in the new UX.
