It has come to my attention that disabled users continue to count against a license under LMR. This has been confirmed by support. As LMR is a rolling feature allowing us to track license counts over time, this creates a severe limitation to LMR functionality.

What would your ideal solution be? How would it add value to your current experience?
Once a user is disabled, they should default to "No License" and roll off whichever license they were previously assigned. This would allow for accurate license usage tracking.
