FCR: Remove the Search Pop-Up in the Journal module

In the FCR Journal module, the Search menu always pops up when you first enter the module. This makes no sense when it is likely that the user will want to create a new journal more often than not.

Remove the pop up and make create new journal the first option / page and allow the user to select search as an option
