Make Workflow Draft Templates saveable

We set up our Workflow Environment. Some of our builds are not done or not deployed yet.

I cannot prepare a Workflow as DRAFT and save it if the actions does not exist in the productive environment. i want to create placeholder actions in it - but workflow prevents me to save unfinished steps.

What is the purpose of a draft if i cannot prepare things in it which are not completely done?!

If a validation happens when i want to start the workflow i agree, but not in the saving of a draft!

Anaplan DM - option "send just one mail for bulk action"
