Force to open template in local Excel from workflow

We have a few templates that are required to open in Excel. Users access these templates from a workflow. Right now they open the template first in the browser and next they have to download this to open it in their local Excel. Can we have a function (similar what we have in dashboard) in the workflow object to force a template to open in local Excel?
