They TEXTLIST-function isn't allowed over the USER-list while this would be helpful in some cases.
Can this be altered?

This enhancement is coming soon! TEXTLIST, LOOKUP, SUM and a number of other functions will be enabled for use over the USER-list in early Q2.

"The Users list cannot be used in the TEXTLIST function."
Am I missing something?

The Integration Admin role needs to be assigned differently to a user than other roles. It would be great to harmonize these settings as I did not find it myself. Maybe other roles are affected as well Administration → User → Roles vs Access Control → Assignments
