You have almost done it correctly. Parent have to contain mapping to Region. Make sure you have this data in the source module.
In Activity 1.3.6.2 , we had to create the save view Build Country.

Create a saved view for importing:
Make sure to select SHOW for the Code line item and save the view. This will ensure that as new line items are added, they will not be included in the saved view and imports will be faster.
It has been clearly mentioned Select SHOW for Code line Item, So here is the Final look of that ActivitSO apparently in the saved version , there is no region.
Now if importing from the source , Saved view - Build Country , Im not able to pull the parent
I think assignment missed this point but you need Region to be included in the saved view in order to pick it for import mapping.
Made the changes, saved the view with the region

The problem with this, is that the assignment is about keeping flat lists. So if you upload a parent into the list, it is no longer a flat list.
