Ability copy/paste from a file into the User's select access

Description of the enhancement required:

Ability to copy/paste the selective access in the User list from a Excel/CSV file

An example of the enhancement:
Currently is only possible to copy/paste values within the selective access cells. The value copied is the objectid and not the object name e.g. 256000000000.
The change requested is to be able to copy the object name (e.g. "Bob") this would allow to copy/paste from other sources like an Excel file.

A story for why they want the enhancement:
This would make easier to update several users selective access without having to run an import

App sorting options like pages can be done now
Model Builders should be able to sort and rearrange apps just like we are able to sort pages. As you can see in the above 2 images that for pages it is showing some icon near through dragging which you can rearrange the pages but the same is not available for apps.
