A bit confused about what formula is to be used in the line item 'Planning Period Filter Weeks Only' 
I have used the formula 'MONTHVALUE('SYS00 Time Settings by Month'.Planning Period Filter)' for the line item 'Planning Period Filter' 
Please suggest.

I think you are going in the right direction. Make sure you keep the summary turned off as NONE
